Well, in that circumstance her kids were going to die period and it was either be tortured to death by cougar's for fun before being eaten OR being swiftly/mercifully killed by her; can't blame her for wanting to prevent her own child from the horrific fate they'd have suffered if she hadn't done it...Sucks none the less that it was done.
Hopefully for these pup's someone intervenes or she has more of a heart then we know...But man with her predator PTSD doesn't look great.

I'm very glad that we learned about Hemlock's back story as this scene makes more sense. She grew up in a literal flee or die world. Somewhere along the way, she found a third option, kill before being killed. I see that smirk and can see the wheels turning. Yes they are pups but pups grow up to be hunters. All these wolves are running themselves, except they came to this forest thinking there would be easy and bountiful prey.
Hemlock doesn't truly understand or agree with the concept of mercy, because she has never been shown any. The closest she ever came was when she killed her own child to keep it from suffering being eaten. She came to this forest to survive and only embraced a part of Open's plan. It was fine as long as no predators were involved. Once there was, she didn't want to be a part of it.
Still, I can't hate on Hemlock. She's lived an impossible and improbable life. She has seen more death and pain that most prey. She truly believes her actions here, in this time, are to protect, and honestly...she isn't wrong. Swift would kill all the prey in this forest to feed her mate and pups.
Right now it seems like this is a singular choice for Hemlock. I hope that another choice will become available.

Y'know, at this moment, it's bringing back a phrase I read in an ElfQuest book. "Meat to be wasted." A being killed not for sustenance, but for the very act of killing itself.
I don't know what's bringing it back. My feeling towards Hemlock, or towards what her possible course of action is.

This is the true test for Hemlock of how deep she will fall. So far (as we know) she killed mature predators who could defend themselves mainly to survive, but those are defenseless, possibly malnourished pups.
To me it also looks like in panel 1 and 2 she has that murderous stare she always wears when going after predators, but somehow in panel 3 she still has those hard eyes of conviction but there seems to be a bit of doubt as well (might be how her face is turned and her lips are set). Like she is ready to strike and end them but Rask's words are haunting her at that moment that killing hunters will not end the cycle ever only if they carve a path of coexistance.
Next page we will know if Hemlock does it, falters or is stopped by either Rask or Swift as Red is way too far away to do anything.
